The Collaborative Africa Budget Reform Initiative (CABRI) is a professional network of senior budget officials in African Ministries of Finance and/or Planning. CABRI was officially launched on 14 May 2008 in Maputo, Mozambique. On 3 December 2009, CABRI became a legal and independent membership based organisation.

CABRI’s main objective is to promote efficient and effective management of public finances, which fosters economic growth and enhances service delivery for the improvement of living standards of African people.

The General Assembly is the highest decision making authority of CABRI. It is composed of all the Member States of CABRI.

CABRI was started in 2004 by budget officials in Mozambique, South Africa and Uganda. After interactions and exchanges between various officials, a seminar on budget reform was organised in South Africa in December 2004. A key objective of the seminar was to put forward a firm proposal for the establishment of a professional network that would support senior budget officials in Africa in the execution of their duties.

In 2005, a memorandum of understanding set out the framework for the establishment of the network. The memorandum specified the objectives, scope of activities, membership, governance and financing of CABRI.

Membership PDF Print Email

The six founding members of CABRI - Ghana, Kenya, Mali, Rwanda, Senegal and South Africa - have ratified the international agreement that establishes CABRI as a legal body. All instruments have been deposited to the Secretariat and the international agreement enterered into force on 3 December 2009. CABRI is established as an international, independent and legal organisation. CABRI now has eight members, the six founding members as well as Mauritius and the Central African Republic.

African Development Bank (AfDB)
The AfDB is a regional multilateral development finance institution engaged in mobilising resources towards the economic and social progress of its Regional Member Countries.
East AFRITAC, Regional Technical Assistance Centre (IMF)
The East AFRITAC is part of the IMF's new capacity building initiative addressing the core areas of the IMF's expertise.
Organisation for Economic Co-operation and Development (OECD)
The OECD is an international organisation helping governments tackle the economic, social and governance challenges of a globalised economy. 
Strategic Partnership with Africa (SPA)
The SPA mobilizes the financing required to enable African countries to implement economic reforms.
United Nations Economic Commission for Africa (UNECA)
The UNECA was mandated to promote Africa's economic and social development, foster intra-regional integration, and promote international cooperation for Africa's development.
The World Bank Institute (WBI)
The WBI helps countries share and apply global and local knowledge to meet development challenges.
