The Collaborative Africa Budget Reform Initiative (CABRI) is a professional network of senior budget officials in African Ministries of Finance and/or Planning. CABRI was officially launched on 14 May 2008 in Maputo, Mozambique. On 3 December 2009, CABRI will become a legal and independent membership based organisation. |

CABRI was started in 2004 by budget officials in Mozambique, South Africa and Uganda. After interactions and exchanges between various officials, a seminar on budget reform was organised in South Africa in December 2004. A key objective of the seminar was to put forward a firm proposal for the establishment of a professional network that would support senior budget officials in Africa in the execution of their duties. |

The six founding members of CABRI - Ghana, Kenya, Mali, Rwanda, Senegal and South Africa - have ratified the international agreement that establishes CABRI as a legal body. All instruments have been deposited to the Secretariat and the international agreement enters into force on 3 December 2009. CABRI is established as an international, independent and legal organisation.
All African countries are invited to become a member state of CABRI through accession to the international agreement according to their own domestic procedures. CABRI member countries benefit from:
Member states pay annual membership fees. The fees have been determined on the basis of transparency, predictability, meaningfulness, sustainability and fairness.
Membership fees are payable to CABRI in US dollars at least two (2) months prior to the start of each financial year. Membership fees will be reviewed by the General Assembly every three (3) years.
