Membership

1. Membership of CABRI shall be open to all African States, in accordance with the provisions of Article 19.
   
   
2. Observer status may be granted to officials or representatives of organisations or countries who are involved in, or which have expertise in, public finance management in terms of conditions and procedures developed in accordance with Article 15 of this Agreement.
