Rwanda Aid on Budget Working Session

The research was undertaken by the Ministry of Finance and Economic Planning of Rwanda (MINECOFIN) utilising the CABRI initiative to set up country-specific Aid on Budget working sessions follwing the CABRI/SPA Aid on Budget study. The research utilised the analytical framework of the study to identify both conceptual and operational issues affecting the effectiveness of integrating aid in the various dimensions of the budget process.

The workshop brough together various stakeholders to address the identified issues and drew on key experiences from selected CABRI countries: Ghana, Mozambique, South Africa, tanzania and Uganda.

The key objective for the Government of Rwanda in undertaking this workshop was to agree on clear policies and criteria for defining what aid should be 'on parliament' (in the finance law) and/or 'on budget' (in the budget documentation, in particular in annexxes to the finance law) and how information should be managed in order for it to be there meaningfully. This effort aims at improving transparency and comprehensiveness of the Rwandan budget; this contributes to improving government's allocative efficiency and accountability to local and external stakeholders.
