The joint CABRI/World Bank Institute training workshop on budget management and public financial accountability was followed by a two-day study tour of the South African National Treasury. The main impetus for this activity was to provide an overview of areas of reform in public finance management programmes and developments in budget formulation and approval processes. Through the use of case studies, exercises and smaller discussion groups, the workshop also offered opportunities for practically applying these frameworks.
The workshop comprised the following themes:
- Building budget credibility
- Developing programme performance budgeting
- Designing intergovernmental grants
- Implementing fiscal management information systems
- Adopting accrual accounting
- Managing cash monitoring and evaluating policies and budgets
- Ensuring accountability and integrity of systems
- Assessing the role of auditing
- Designing PFM reform programmes.
The study tour covered included various aspects of the South African National Treasury:
- The budget process
- Shaping the budget
- The legislative framework and institutional arrangements
- Pillars of a comprehensive classification system
- Intergovernmental fiscal systems
- The framework for managing performance information
- Policy and budget analysis.
