The putting aid on budget study is a ten-African case study that aims at producing outputs which will better equip governments in Sub-Saharan Africa to lead the country-level processes to ensure that external development assistance (aid) flows are properly reflected in national budget documents, ex-ante (budget presented to legislature) and ex-post (out-turn accounts).

Outputs

1. Putting Aid on Budget Literature Review: the literature review covers existing good practice documents and existing aid agency policies in more depth, and (as an additional element) to scan additional countries for evidence of lessons learned about putting aid on budget.

2. Putting Aid on Budget Inception Report: the inception report sets out the methodology of the study and outlines the structure of all reports. It is intended to serve as the main operating guideline for the study.

3. Country Case Studies

Group A countries: the following countries studies were based on an initial factual scan of the country situation regarding putting aid on budget and reflecting it in the financial accounts. Findings are included in the Synthesis Report.

Burkina Faso Case Study
Ethiopia Case Study
Kenya Case Study
Mozambique Case Study
South Africa Case Study

Group B countries: free standing country reports that include a more detailed review and analysis of efforts to bring aid on budget, including the perspectives of government and donor actors involved.

Ghana Case Study
Mali Case Study
Tanzania case Study
Rwanda case Study
Uganda Case study

4. Putting Aid on Budget Synthesis Report: the synthesis report draws on all the other components to develop overall findings and recommendations.

5. Putting Aid on Budget Synthesis Report: the good practice note distils the lessons of the study and is aimed at donors as well as partner governments.
