This report identifies the main challenges facing the agriculture sector across Africa. It provides evidence on how these policy challenges have been assessed by existing reviews and case studies. It does not aim to propose optimum policies. Rather, it concludes by proposing those practices that African governments can adopt to ensure that policy formulation is effective and has an impact on public expenditure.
