Terms of reference: Stakeholder engagement officer for the Collaborative Africa Budget Reform Initiative

CABRI requires a stakeholder engagement officer to (i) support and strengthen existing engagements with development partners; (ii) prepare relevant documentation, proposals and reports as required by CABRI’s donors; (ii) identify and engage new potential donors to grow the donor base; and (iv) provide timely monitoring of the overall needs and priorities of donors, and how best the institution can respond to these needs.

1. Background

The Collaborative Africa Budget Reform Initiative (CABRI) is an intergovernmental
organisation of Ministries of Finance and Planning from across Africa. CABRI provides a
unique platform for peer exchange and learning amongst senior public finance managers.

CABRI is a catalyst of country-led reforms and understands that local context matters.

CABRI’s programme of work for the strategic period 2015/16 – 2017/18 contains three programmatic and one operational programme, namely:

  • Fiscal and Budget Policy
  • Budget Transparency and Accountability
  • Institutional Capabilities
  • Public Debt Management
  • Network Governance

Its governance structure consists of three bodies; the General Assembly (GA), Management Committee (MC) and the CABRI Secretariat. The network collaborates with a number of institutions, both at a technical level and in funding partnerships. CABRI’s funding is secured through a mix of member contributions, bilateral development and global funds.

2. Objective

CABRI requires a stakeholder engagement officer to (i) support and strengthen existing engagements with development partners; (ii) prepare relevant documentation, proposals and reports as required by CABRI’s donors; (ii) identify and engage new potential donors to grow the donor base; and (iv) provide timely monitoring of the overall needs and priorities of donors, and how best the institution can respond to these needs.

3. Duties of the Consultant

Under the direct supervision of the Chief Operating Officer, the stakeholder engagement  officer is responsible for:

  • Acting as CABRI’s focal point for development partners;
  • Preparing regular reports on activities for existing donors;
  • Providing support to programme managers on donor reports and inputs;
  • Compiling all new, as well as renewal, funding proposal documents and subsequent reports on activities carried out during funding cycle;
  • Answering inquiries from donor partners on activities and attending to ad hoc requirements as they arise;
  • Convening and ensure the logistical arrangements for the quarterly partner meetings on behalf of the CABRI Secretariat;
  • Coordinating and/or preparing materials to be used at donor meetings, both written and graphical;
  • Supporting the Secretariat to meet additional demands for information and requests from donors; and
  • Attending to any other ad hoc duties as required by Chief Operating Officer, related to CABRI’s engagement with its development partners.

4. Skillset

A post graduate degree, preferably in international relations or related. At least 2 years’ professional work experience at an international or multinational organisations or within a consultancy. Prior fundraising experience is advantageous. Fluency in English is essential, with excellent written and oral communication skills.

5. Timeframe and cost

CABRI is offering a short-term contract for a 9-month period (which may be renewable). The contract will start on Monday, 2 October 2017.
