Andisile Best
Andisile Best recently served as the Chief Director for Community Based Transportation in the Eastern Cape, spearheading economic empowerment and job creation through implementing the Expanded Public Works Programme (EPWP) in collaboration with stakeholders. Prior to that, he led the national budget reform agenda and notably accomplished the highest Open Budget Survey rankings in 2017 and 2019. He also provided support to countries benchmarking Public Financial Management (PFM) reform programs with South Africa. Andisile also held a Director position in both the Eastern Cape Provincial Treasury's Budget Office, contributing to coordination, planning, implementation, and support to provincial departments, and entities, and on allocation to municipalities throughout the Medium-Term Expenditure Framework (MTEF) processes.
His research exposure includes working in government and academia, providing strategic leadership in entities, operations, evaluations, international development, human settlements, and technical advisory services. He holds an MSc in Public Policy and Management from the University of London and is currently pursuing a Ph.D. in Urban and Regional Planning from the University of the Free State. Andisile's diverse experience and achievements showcase his ability to drive positive change and create impactful outcomes in various professional domains.
