Expressions of interest: Review and updating of CABRI Rules and Procedures

The Collaborative Africa Budget Reform Initiative (CABRI) wishes to invite expressions of interest (EOI) from suitably qualified service providers to review and update the CABRI Rules and Procedures (R&P) manual.

CABRI is an intergovernmental organization of member countries, whose work covers several aspects of public financial management. The governance structure of CABRI comprises of a General Assembly of member countries; a Management Committee that fulfils the role of a Board; and a Secretariat that is responsible for the implementation of the CABRI workplan.

The current manual is a compendium of the statutory roles and responsibilities of the General Assembly, Management Committee, and the Secretariat. In addition, the manual contains the rules and procedures that govern all aspects of the work of the Secretariat, in relation to:

  • Financial Regulations
  • Delegations of Authority
  • Conflict of Interests
  • Human Resources
  • Office Guidelines
  • Travel expenditures and business claims
  • Addendums: recuperation leave, whistleblower, and fraud and corruption.

The review and updating exercise will cover the rules and procedures contained in the compendium, as well as the addendums. The review will not cover the statutory roles and responsibilities of the General Assembly, Management Committee and Secretariat as these pertain to CABRI’s founding documents, and the ratification and accession by member countries.

Suitably qualified service providers are invited to express their interest in reviewing and updating individual sections that are listed from 1 to 7 or a combination, depending on areas of specialization and experience.

EOI documents need to contain: (i) proven field of expertise; (ii) relevant qualifications of the person/s that will undertake the review and updating; (iii) at least 3 relevant references; and (iv) tax and other forms of clearance certificates required by the country of residence. EOI submissions should reach Jade Naidoo by 30 September 2021.

Preference will be given to service providers who are domicile in CABRI member countries.
