The main objective of this paper is to provide an analysis of the qualitative data that was collected in the 2024 Africa Debt Monitor (ADM) Survey with a view to assessing the state of, and trends in, institutional arrangements, policies and practices for debt, cash and contingent liability management. This complements the quantitative data collected in the same survey on domestic and external debt, contingent liabilities and risk indicators for the period 2020–2024, which is published on the ADM website. Taken together, these two sets of data provide unique insight into a country’s debt situation and its management thereof.
