This Africa Debt Monitor (ADM) Analysis report is intended as a practical roadmap to assist Debt Management Offices (DMOs) in Africa to further improve the quality of their debt statistics as well as debt recording and reporting practices. In recent years, considerable emphasis has been placed on the issue of debt data transparency following well documented cases of incorrectly reported or “hidden” debt. These discussions have tended to focus on transparency – in particular the availability and dissemination of debt statistics – rather than the technical aspects of strengthening data quality (DQ) such as ensuring methodological rigour, improving accuracy and timeliness. However, transparency objectives can only be fully realised if the published data are reliable and robust.
