This background paper was prepared for the CABRI ‘Financing health care in Africa: challenges and opportunities’ conference. It examines financing and health system related issues of three major health programmes: HIV, nutrition and malaria. These programmes address significant population health challenges and therefore receive special attention from global, often vertically financed and implemented, programmes.
