Strengthening Supreme Audit Institutions’ Implementation Capabilities Using the PDIA Approach

CABRI partnered with INTOSAI Development Initiative, a not-for profit, autonomous implementing body which supports Supreme Audit Institutions (SAIs) in developing countries to sustainably enhance their performance and capacity, and regional SAIs AFROSAI-E and The Regional Council for Training of Supreme Audit Institutions of Francophone Sub-Saharan Africa (CREFIAF), for a five-day workshop on, “Strengthening Supreme Audit Institutions’ Implementation Capabilities Using the PDIA Approach” in Oslo, Norway, from 12-16 September 2022. The objective of the workshop was to improve the effectiveness of peers and managers in supporting SAIs that operate in challenging contexts to reach their strategic goals.

During the workshop, participants primarily:

  • Took stock of successes and failures of supporting SAIs and identify lessons learned for ongoing and future projects.
  • Developed their knowledge of the Problem Driven Iterative Adaptation (PDIA) Approach which helps navigate and facilitate complex governance reforms.
  • Developed a joint understanding of the different roles in supporting SAIs and design mechanisms for different actors to collaborate effectively.
  • Strengthened a community of practice to advance knowledge on reforming SAIs in challenging contexts (linked to the existing resources and plans related to the Auditing in Complex and Challenging Contexts and the Peer-to-Peer INTOSAI Capacity Building Committee working groups).

An additional objective of the workshop was to prepare managers and peers to handle emergency situations when operating in a less secure environment.

Before the workshop, participants took part in an online course on PDIA delivered by CABRI. The aim of the online training was to ensure that all participants came to the workshop with a same level of understanding in terms of change management in governance reform.
