This report aims to take stock of the institutional and human resources capabilities necessary for the implementation of fiscal decentralisation in Benin. The report originates from the central government’s concern regarding the revenue mobilisation and budget execution capabilities of municipalities. As such, the capabilities review complements the practical work a team from the Ministry of Economy and Finance has been conducting on improving revenue mobilisation and budget execution in municipalities with the support of CABRI.
