Approach

CABRI’s theory of change is underpinned by the premise that peer-to-peer exchange is an effective way of learning. It is based on the experience that improving the functionality of PFM systems requires context-specific and evidence-based practices, policies and procedures, and the conviction that regional networks are an effective way for multiple actors to learn from each other and build commitment.

CABRI’s approach has five main elements, targeting different levels of stakeholders within the member countries and beyond. We undertake policy dialogues and training, provide support to country practices, represent a platform for advocacy and a common voice, and actively foster knowledge development and exchange. The different stakeholders are defined as follows:

  • Individuals, including senior budget officers, budget examiners, public debt managers and analysts, etc.
  • Budget and public debt teams
  • Organisations, including the ministry of finance/planning and sector ministries
  • Other relevant national stakeholders, such as sector ministries and other implementing agencies, central banks, parliamentarians, civil society organisations (CSOs), etc.
  • Regional and international organisations
